[REQ] How to change? (%PAGEHEADING%)

Can some one tell me how to change the (%PAGEHEADING%)... I know its in header.shtml but what I would like to do is change what it displays on each page... Like instead of Contact Customer Service after a new ticket is submitted I would like it to say something like Thank you. or what ever...
Where can these page headings be changed?

Try editing the dict.csv, It worked for me.
